HK 30mm scope ring blank. These are left over production parts from HK Germany's STANAG claw mount production.
As-is each blank is a casting. HK would have cut these in half and finish machined each half. When finished, each half would have been used as a top clamping piece of original 30mm claw mount rings.
These obviously would take a fair amount of work to finish. We'll sell them as an interesting paper weight! Heck I might make a bottle opener out of one.
